Scope
Le principal objectif du CEN/TC 391 est l'élaboration d'un corpus de Normes européennes, de documents de nature normative (p. ex., processus, lignes directrices, bonnes pratiques, codes de bonnes pratiques minimaux et recommandations similaires) dans le secteur de la sécurité sociétale et citoyenne. Les aspects couverts sont ceux qui sont relatifs à la prévention, l’intervention, l’atténuation, la continuité et la reprise des activités avant, pendant et après un événement déstabilisant ou perturbateur. Le contrôle et la formation seront également abordés. Le CEN /TC 391 ne travaillera pas sur les questions déjà traitées dans d'autres comités techniques. En ce qui concerne la technologie, le CEN/TC 391 pourra identifier des besoins en normalisation des produits, mais cela ne conduira pas à une action directe de ce comité technique. Ces questions devront être communiquées aux autres comités techniques CEN ou ISO qui travaillent sur ces produits spécifiques. Si aucun autre comité ne traite les sujets identifiés, alors le CEN/TC 391 élaborera les normes ou les livrables proposés lorsque cela est approprié. Les activités de normalisation traiteront les sujets majeurs suivants, en lien avec la sécurité sociétale et citoyenne: - Produits et services (équipements, communication, information, produits, transports, énergie, patrimoine culturel et biens); - Infrastructures (routes, ports, aéroports, gares, ponts, usines ...); - Besoins et exigences des parties prenantes, conflits potentiels; - Relations (diversité culturelle et géographique); - Exigences et vulnérabilités des citoyens, y compris en matière de vie privée.
The main objective of CEN/TC 391 is to elaborate a family of European standards, standard-like documents (e.g. procedures, guidelines, best practices, minimal codes of practice and similar recommendations) in the Societal and Citizen Security sector including aspects of prevention, response, mitigation, continuity and recovery before, during and after a destabilising or disruptive event. Verification and training will also be considered. CEN/TC 391 will not deal with issues already dealt in other TCs. Concerning technology, CEN/TC 391 may identify needs in product standardisation, but this will not lead to direct action by this CEN/TC. These issues shall be communicated to those CEN, ISO or other TCs working within the framework of these specific products. Where other TCs do not address the identified areas, then CEN/TC 391 will develop the standard(s) or proposed deliverables where appropriate. The standardisation activities will consider the following main issues related to Societal and Citizen Security: - Products and services (equipment, communication, information, goods, transport, energy, cultural inheritance and properties); - Infrastructures (roads, ports, airports, rail stations, bridges, factories...); - Stakeholder needs and requirements, potential conflicts; - Relationship (cultural and geographical diversity); - Citizen requirements and vulnerabilities, including privacy.
